Scarf slide

not quite sure what to call this. At first I thought it was the boy scout emblem but looking a bit more it appears to be different. Looks like there is a place on the back for a scarf to go through which lead me to the boy scout assumption. On the top and two sides there is what appears to be the sun radiating outward. Possibly Japanese?

Any Ideas?

I think it's a slide too... but bolo... to small for a kerchief...

I believe it is a neckerchief slide with the Webeloes symbol on it. I have no idea on the era.

Thanks for the idea, but I'm still not seeing a Boy scout or Webelos connection.
