Ratchet wheel off of something. Not sure what but it is something I have seen before and can't pull it out of my brain. I don't think it is a clock piece because it is welded. Someone will recognize this. It is was fairly common.

....Sure looks like a boat ratcheting pull strap system ....could be an old hay strap.
Today's ratchet strap works have a slot all the way through ...not an axle.
