Sash/shoe buckle?

Found this on a strip of land that cont army division may have camped on it later became a farm unknown year house dates to early 1900s . Is it a sash buckle or possible a shoe or some other type of buckle? Any idea time frame (possibly Victorian era?)

Because of the decorative attachment,, I would think Sash buckle.
