Found this at a confederate camp in Central VA. I first thought it was part of a tin type frame but the 2 loops on back makes me think sash buckle? Were these used in civil war or maybe it's a ladies buckle? Thoughts?

I would say neither. I may be wrong, but, the metal seems a bit thin to be a buckle and the two eyes in the center hole tells me it isn't a picture frame.

I would say sash buckle but more likely civilian than military
