✅ SOLVED Russian? Brass? Medal? Translation help

Found this round painted brass? thing.
Some of the weird letters can be found in the russian language but i have no idea if its russian or not.
looks like a medal or something u have on a wall hanging maybe but have problems finding info on it as i cannot translate it.
Any help or ideas about the text or what it is would be cool.
oh forgot size but its a one side plaque.
size is about 10 x 10 cm = around 4 inches
