Its an old plumbing drain fitting slip joint nut. I dont have a good pic but it is for either 2, 1-1/2 or 1-1/4 inch drain pipe. Yours should be for 2 inch pipe. (inside measurement) They still make these slip joint/compression nuts in brass, often chromed, but pvc plastic is commonly used in newer homes. Pot metal was also used.

Big Cypress is 100% correct.
It is an end nut for a compression pipe fitting
Likely used on iron pipe due to the dimensions
Usually made of galvanized steel, sometimes brass.
Sometimes brass because of a reaction of brass on steel that will clog a line in time
Its a modern nut.
