It looks like this could be a ROTC pendent, but my thought was a Red Cross blood donation award. I might need to clean it more, what say you? Thanks

I applied a little Hoppie's #9 to clean it up some, turns out it is not ROTC, and I’ve superimposed what I think the letters are, thanks:
