Rosette?

I was told this is a rosette. Hard to believe because it is glass but the man who told me it is a rosette is not even worth questioning. ( he knows his relics ) I was curious if it is Civil war related and how old, who used it and if the "R" means anything important. thanks

yup , a rosette, but post Civil War, and probably post 1900.
