Not Roman.
As it's unifaced it reminds me of the Lead Tokens we find. I'm assuming some kind of Token, as I can see it was cast & not hammered/struck. Probably circa 17/18th C.

Very interesting find. I don't reckon it's a coin though albeit it has a look of antiquity in my opinion. Amd I agree with Gene Mean that it hung possibly by loop.
