Rock or artifact?

Found this rock along a rocky beach on the Pudget Sound. I’m wondering if it is possibly a hammer stone or just natural erosion? The beach is known to have been a place where Puyallup Indians camped out and previously owned by the tribe. Any ideas would be appreciated.
