"Riveted" Item found on Old Plantation

I didn't get a good picture of the side, but the piece that has the three "rivet like" things is empty in the middle (i.e. the rivets are sandwiching two pieces of metal with an air gap between them)

Sort of looks like an old pulley, which may have had a wooden wheel which rotted away? Granted, I would expect to see a central pin that held the wheel, but that's what comes to mind.

End of an old dog leash, imagine a leather strap in the riveted part, and the clip turned so the small end is at the strap.

Also could be horse tack related, but I'm not too well versed in that area.
