River weight ??

I found a donut shaped item along the river bank near Historic Savage Mills MD. I believe it's some type of weight as it seems to be right at 2 pounds. I contacted the Maryland historic society but they were no help. Any ideas what this is? The outer material seems to be a type of canvas and the contents almost sand like but firm and rather heavy for the size.

Well since they were found in the river my guess is dive weights.
