Rings & Things: Is that a fuse?

Big slug on the bottom:
It looks like a fuse, but I've never seen one with that grove or lip
on it. Any ideas?

Any writting on the fuse thinggy? It kinda does look like one...

The shell casing above it is a 7.62mm blank round... military.

There WAS a label on it, but seems to have washed off leaving a glue-like residue.
The black feels like that waxy paper of a fuse, but no writing.

Thanks for the ammo ID, I was curious about that too.

Yup, it's a fuse. I've got some just like it in a drawer out in the shop.
