I find these once in a while but cant figure a use. There copper, rolled into a ring, hollow, and sometimes I find bits of fiber in the seem. Most I've found are nickel sized this one a little larger.

With you saying that you have found fibers in them in the past, it sounds like it is a grommet of some sort. Probably from some sort of tarp.

I have seen rings like those from curtains.

I find a lot in the water. I have always assumed a spark plug washer.

It looks like a seal. Sometimes the metal will be rolled around asbestos. They're made in all sizes. Tony

I've thought seal but never found one squashed.
I've thought drapes to.
My problem with Spark plug is I've only found them where the finds are early 1800's to late 1700's.
ScubaDetector might have something going. All I've found (20+) have been insight of big water.

Its a washer that was used in brass water fittings, like water meter connections
tighten the nut connection and the washer compresses flat to create a water tight seal
