Rev War button? Pewter "3"

Found this at a coastal site where I have found Colonial to CW to Turn of century relics. Looks to be pewter. You can see the 3 and it almost looks like something else was to the right of it but maybe not. The back is weird to me as well. Any help would be great!

Ok. Yeah I was guessing on the button because of the shape. but the way the back was led me to believe it wasn't a button.
