Like an act to produce,Kinda like when we see by act of congress. relating to admitted in 1893 by act of congress,etc.? Anyway you can NOT tell if it is in the print or on it correct?? IF it's ink you should be able to take a loop&see if it is a sig or part of print,My guess is that it's part of print that is why so difficult to see!...I like this,A challenge!!! I'll keep looking&Hopefully an answer.HAPPY HUNTING ALL!!!There is something along the bottom that was cut the only word that I can possisble make out is "DAAD" and that translates to "ACT" "DAAD" is a dutch word
