That's a cool find.

I couldn't find a match but I did find a number of references to "The City of Sunshine and Power". Apparently it was the catch phrase used by Spokane in the 1910's...

As AARC says, likely a souvenir pendant or part of a watch fob from back then.

I did a quick newspaper search and I think I found info about when it was issued. From the Spokane Chronicle 7/15/1912.
