Has anybody seen these before? they look like reins guides. Reins Guides.webpReins Guids.webp Thank you for looking.
 

I think those are fly terrets worn on the top of the horse's head to help keep flies away. They would swing as the horses head moved and distract the flies.

Not just rein guides, rein guides with a "park brake".:laughing7:

No expert here but...never steered a horse. it would seem that if reins were passed trough those, they would only pull one way.....pull hard, or harder. The swinging pendent would catch and bind the reins....locking them.

The little round latch can stay up if not needed.
