Really cool clock/compass?

Found this today at an old site. Its very interesting it is about 1/2 x 1/2inch. It has a clock face with roman numerals and a bell at the top and on the obverse is a compass withtout the needle attached you can see N S E W etc. ANyone have any idea of what its age or use was?

Next to a medallion I found also.

I would suggest it fell from a cracker at Xmas time, some years ago
