I am going to have to disagree with this being an Alice Clip. It is however, also part of a WWII USGI military pistol belt and is used to keep the belt flat when it is adjusted for different sizes. Note the difference in the pictures below. Also check if your item has the same cartouche mark mine does. It is a windmill with U.S. stamped beneath it. The one you found was most likely discarded when the belt had been extended to its full length like mine has been and only one is needed.
