✅ SOLVED Really bugging me ...

This is a new item by the looks of it I know I've seen it before but can't put my finger on it. Some type of fastener or clip?? Found at a fishing pond at old military base so could be related to either. Any help appreciated it is bugging the H out of me.

I am going to have to disagree with this being an Alice Clip. It is however, also part of a WWII USGI military pistol belt and is used to keep the belt flat when it is adjusted for different sizes. Note the difference in the pictures below. Also check if your item has the same cartouche mark mine does. It is a windmill with U.S. stamped beneath it. The one you found was most likely discarded when the belt had been extended to its full length like mine has been and only one is needed.
