At 28" long, I would say it was for a take-down rifle. Winchester made several models that you could remove the barrel from the receiver. I imagine other companies did as well. It could have been for a shotgun, but most shotgun barrels back then would have been too long for that case.

Leg o' mutton style shotgun case. Can't help you much with age... 1900 - 1930's or thereabouts.

Early in WWI aircraft didn't have machine guns so many pilots or crew carried a rifle or handgun to shoot at the other pilots. There wasn't much room inside the cockpits of those old planes so it may have been any one of several take down rifles. And again it could have been intended to carry a take down survival weapon in case of a shootdown or forced landing in hostile territory. Monty
