Rare stamp?

The stamp seems weird, it has like part of another stamp at the bottom of it.

It is not a US stamp from before 1960 and may not be a US postage stamp at all.
I believe on US stamps you'd also see "USA" which I fail to see on this item.

It doesnt say cents or dollars and it doesnt say postage. My guess some kind of presidential series and the 1 is for ist president.

It looks like a promotional trading stamp like they had back in the 60's & 70's at the gas station or supermarket. Spend $$$ and get a stamp for your collection book. When the book is filled you trade it for dishes or flatware or something...
