Ram rod guide or somthing else?

Dug this today I am thinking its a ram rod guide but I may be way off. Its 2 inches long. Thanks for any help.

I'd credit it as a rammer thimble guide until someone comes along and proves it's a pen holder from a desktop inkwell set. It has all the indicators for a ramrod thimble. WAG would be for a small pistol (so tight to the barrel the pin lug had to be trimmed).
