Railroad tags ?

These tags are made out of lead and look hand stamped they read C&WM on the top and D54 on one and B35 on the other and look to have had wire tassles on the top and bottom one was dug along the tracks and the other near some foundations at a company town in michigan are these freight tags,passenger tags or could they be employee tags I think that C&WM may stand for Chicago & West Michigan as the name of the lumber company was The West Michigan Lumber Company the town was circa late 1800s

we can rule out electric this town was in the middle of the forest a logging camp theres no civilization around

yup i think i found the answer heres the stamp presses and heres another example listed as us registered mail tags why not just use an ink stamp or a paper tag?
