R.R. Stumper ???

Here is a little Item found by a friend of mine while we were MD'ing. Seems to be a tag of some sort. It is Ceramic or Stone. It looks to have been about the dimension of a quarter when intact. Does anyone have an Idea I'm totally stumped.....

Definetly a lead seal. For bales of cotton and other goods. The railroad ones are very collectable. Nice finds
