I found this military insignia two nights ago and my research skills are lacking because I cannot seem to find this on the internet. When I was in the Reserves I seem to recall this as an E-4 or something close, maybe a specialist? But I don't remember it having the eagle on it?

Anyone know the answer?

You're right, Specialist E-4. The eagle has been there since they introduced the Specialist grades. (1955)

Your's is the subdued variety that would be worn in the field. Fairly likely dates to Vietnam.
There was another version of this with the eagle holding metal detectors, but I forget where I saw it. :D

hey ME, that's right it is a spec 4 insignia, but yours is a general duty, the other one was for class A dress, which was polished brass, later dude CTH Forever
