Welcome to Tnet from the UK.
It's hard to tell, rust is not a good sign, a closer pic would help.
Have a look on the inside for any marks.

Yes, rust is not a good sign. Glue a magnet inside your scoop and if the"goodie" sticks to it, put it in the trash pocket.
 

I've glued standard magnets to my scoop. They don't do the job very well.

Where can I buy a good magnet, something that really works. The standard hobby type stuff just don't work very well... I've heard of 'rare earth' magnets, but is that overkill?
 

Neodymium magnets have great holding power and don't rust. Try K & J Magnetics.

It sticks to a magnet so it's probably plated iron. Did find this a couple days later though.
