question about the dates when coins are face value only

Before someone jumps all over you for not reading into other posts I'll help you real quick. Dimes and quarters are 64 and below (90%). Halves are 64 and below (90%) and then from 65 to 70 they are 40%. You will have to ask someone else about Canadian or other foreign coins. There are also newer proofs that are silver but they are almost impossible to miss. HH.
 

Look at the edge.

The 90% silver coins have a solid colored (white, although it might be toned/tarnished) edge where as the modern clad ones have a copper stripe through them.

The 40% half dollars look "greenish" when compared to the copper-nickel clad ones usually, but uncirculated examples look identical to the Cu-NI clad ones.
 

Canada had 80% pure coins until 1967...I'll pay 10.5 times face, in 67 & 68 the reduced the purity on some dimes and quarters, it was a mess for awhile.Current coins are worth 55 cents US in the states, paper money is exchangeable at 93 cents US per Canada Dollar...

For foreign coins, every country is different, but you would not spend a foreign coin anyway unless you are going to that country. For US, your question was answered in the previous posts.
