Question about benchmarks on Military buckles?

Hello all. A few years back I recovered an 1851 Sword belt plate with a benchmark #19. Is a lower mark relative to the value on a piece like this? Or, is a number just a number? Also, should I try electrolysis to get the rust removed from the repair area, or just leave it alone as is? Thanks in advance if anyone can help!
