Quartz celt or chopper?

Hello nice people of the forum. I have a question of something I found a while ago. Not really sure if it would be classified as a Celt or a chopper. Any feedback is appreciated and thanks! Appears worked. Appears to be something. Appears to have been used.
 

Looks to me to be a preform something they were trying to work but couldnt get any further and passed on it to another cobble. If you tried the chop a tree or a piece of wood with a quartz ax the quartz piece would shatter. There should be some axes in that area but the material would be a Green Stone or Sandstone the harder type of stones in your area. This one is a Green Stone I found this year.

Thanks for the feedback guys. I guess that I can rule it out as being a celt, Rock made a good point about quartz. I think it could be some kind of chopper or large scrapper because it has a concave edge that looks like it might have seen some use.

I had a Archy look at some of my not sure finds and most of them quartz pieces like yours I find he called a Adze Blade. Kind of haftted and used like a hoe
