Looks like a WWII vintage collar disc. The posts are probably threaded.

Ya'll are spot on as always. Found one on Ebay. I'm a little bummed but its still cool. It makes you wonder how it got there. Thanks for the help.

Is that an old lipstic tube ? If so it could have a date on the bottom. Let us know.

It is a lipstick tube but no date on the bottom. It still has lipstick in and boy is it bright red. Extra Classy.
