Quaker Oats FOB?

Found this MD'ing near an old town hall. The back says "Quaker Patent Flour, Made From Manitoba Wheat. By The Quaker Oats Company Peterborough Canada, Address New York, N.Y. U.S.A.
Is this a key or watch fob? Or was it just a tag on a bag of wheat?
Not sure what type of metal it is made of. Not attracted to a magnet, but not brass or copper, either. Must be pot metal.

Very cool find....I know the Quaker Oat Company began in 1901 so at least you have a starting date...I think its a fob also......

Usually made of brass, copper, or bronze, but that's a real nice fob. Definitely a fob. Yep, fob.
