It looks like it could be a head badge off of a bicycle.

At 1 1/2” by 1 1/4” it would be small for a saddle shield. I think it is a civilian patriotic shield ..maybe from a stick pin or something of that nature.

I found this one that is about the same size. Maybe it is a saddle shield.
