Printing plate

I found this old printing plate next to a very large old oak tree. I thought it was just a piece of copper but when I cleaned it off I saw that it was a printing plate for a poster. Going to post on "What is it?" I can't seem to find any info on the web about it.
It is a man holding a scale, on the scale is a building (NC State hospital) the scale reads "Efficiency". Under the building it reads "State Hospital" and in the bottom corner is the name "Goodwin".
I saw this creepy doll head in a tree and this watering trough in the woods.

You can tell it's an early baby tree, because it doesn't have it's limbs yet. (Sorry)

When I first saw it from a distance lying on the ground, I thought it might be real. Kinda freaked me out cause I saw all kinds of animal bones scattered about on the hike in.
