Printer block holder?

I found this at an estate sale.
I think it is most likely some sort of printer block holder but I can't find any quite like it.
It has three metal labels on it: "QUAD BLOCKS" "HIGH SPACES AND QUADS" "SPACES AND QUADS".
It measures about 20" x 7".
Any insight would be appreciated.

A lot of people use printer block drawers for knick knack displays but I have never seen one like that. Very cool. The ones I have seen are much smaller.
