Here, I applied a photonegative filter to it:

It does clear up a few letters.

Think you could hammer it flat and try to print it again?
 

A scan of the plate itself would be great, too.

Here's my best guess at transcription ("x" marks an unknown letter):

1: JOIN THE LAxxx xOSS CHxxx (the "xOSS" could also be "xUSS")
2: xx FRIENDSHIP <symbol> (1st word not "of" but likely "to")
3: xx THIS STERLING SILVER FRIENDSHIP RING
4: (illegible)
5: (illegible)
---------------------------------------------------------
6: (illegible) | 8: xxxxxRIANA (or "xxxxxRICANA")
7: (illegible; appears to be "ARROW") | 9: <symbols>

Found a grove i have been looking for.Seems some one else found it 1st and got the silver.Still got 4 wheat cents so guess the plate was best find this weekend.Also got a piece of lead with a feather pattern on it yesterday.I am soaked from rain today.But at least it isnt from falling in the creek again.:laughing7:
 

Someone suggested earlier that you lay the plate on a flt-bed scanner and take a scan at a high resolution .. Can you do that? If not, can you take a good closeup shot of it looking at it straight on rather that at the slight angle you posted?
 

Maybe buy some two part silicon molding compound, mix it up(usually 50/50 A + B)then press it into the plate, gently of course. After it cures remove it and use the silicon impression as a stamp. You might then get the missing details. It really depends on if you can fiddle with the plate without damaging it.
 

My guess, per a google search, is that this pertains to 'Lanny Ross' perhaps. He was a musician born in 1906. I also managed to find a newspaper article(The New London Evening Day April 17, 1941)offering a 'Lanny Ross Sterling Silver Friendship Ring'. Hope this helps! :)
 

Line 3 looks like it says, 'GET/BUY THE/THIS STERLING SILVER FRIENDSHIP RING' (Hence the circular emblem-a ring) and the end of line 5 looks like ...'York City'
