the hole at the top is more for a leather strap decoration... Maybe a horse bridle or even a belt type decoration that hung down...just a guess

If you don't mind how about a little info where was it found... state, what area, field, home site, ballfield? Might help

Early Brit. settled civilian site, everything from Rev war buttons to early 20th century coins. This was actually the second off the site, most finds in the immediate area dated about 1820s - 1840s though I question if this would go quite that far back.

Agreed, probably late Victorian.
