Without knowing what is written in either side of the banner underneath the crest, it is hard to say. There are many 'fakes' in pottery and the Potter's mark is copied often. If you have a magnifying glass, try to make out as many of the letters as possible - also, and I know it is easier said than done, but a clearer picture may assist further research for you.
If you have further information as mentioned above, I would be glad to assist.

Heres a better picture, theres still a little bit of glare from the cameras lens though.? It is impossible to make out the words or even any letters on either side of the crest, but in thee crest looks to be some intertwined letters, one kinda looks like a C and one looks somewhat like an L, but im not sure.? The animal on the right resembles a lion that has a mane and the left one looks like a horse...the lion has a crown and the crest has a crown. Hope this helps, and thanks for the help :)

And i know this fragment isnt a fake because i found it in an old dumpsite from the mid 1800's to the early 1900's...

Well, I initially thought it was from the Glasgow Pottery Works (mid 19th century), however it does not quite have all the elements required to identify it as such. Most potter's marks, especially using the royal crest, has the company listed underneath the banners which normally contain the motto of the family, region or company (in Latin).
I have a few other ideas and will hopefully find you an answer. With regard to region, did you discover this piece in the US or in Europe? If you could, and don't mind, give me a specific town or a radius of a town, I could narrow my research considerably. Thanks!
