Possilbe powder measure or lipstick tube??

So was hitting the park today, and pulled this guy out...

When I first saw it in the hole, I thought it was an all brass shotgun shell (the park was a private sportsman's club until the 60's), but once I got it out, I could see it was too small. The small bead at the bottom attaches to a plate that slides up and down in the tube, so my next thought was an adjustable powder measure, or a lipstick tube... Only reason I am leaning toward powder measure is I think it is all brass. Also realized once I got home that I didn't put anything in the picture for size reference... I'd say it is about 1/2" in diameter and 2" long. No markings of any kind, just the reeding on the closed side (left in the picture)

Take a pic of the bottom and one of the interior it might help with I.D.

Got to be a lipstick tube, powder or shot would run out the adjustable side of the tube. My adjustable powder measures push up from the bottom, with no hole on the side.

Yep, bummer... I was hoping someone on here would come back with a powder measure... Oh well. I guess the ladies must have come out to the sportsman's club from time to time too!
