Could be a possible Engraver. Can you see any fine flaking around the tip?

Yeah, that is a graver spur on that piece, looks purposely put there to me. It could just be a fragment of a larger piece.
 

I'll tell you...years ago I was walking a garden path at Cantigny that had been freshly paved with a nice bed of crushed tan flint. I picked up a few examples of "artifacts" like what you have there, just to remind myself that not all birds can fly. It really depends a lot on where you found it and the situation.
