Looks to be a toy revolver hammer. No real (or at least quality real) revolver would have a pot-metal hammer.
 

Yes, they did make iron shoe buckles and I concur the hammer is to a toy gun.
 

Here is the buckle after an oil soak and chipping the rust blobs away.
I think I will stop. It looks good.
Any idea on age of this?

Great finds there ND. I don't really know Colonial Relics that well, but by the pic's I've seen your Shoe Buckle appears to be of the Colonial period. If I'm wrong I'm sure someone will be along directly and correct me. Congrats to you.

I agree with the others. Hammer is from a toy or cap gun. Nice buckle.
 

Cap gun for sure first look, that would be a heavy buckle to lug around no matter if its for a shoe or belt
