Its natural but looks like it should be something. Most tools were finely made and will show the hand of man on them.
I am sure if something had a natural shape of something they used they would use it.

Sorry, It is natural, while the shape roughly resembles an ax, it has no signs in pictures posted of being worked by man.

It almost looks like, if you were to sharpen the tip that you could use it as a chisel of sorts. :icon_scratch:
Unfortunately, I'm thinking it's natural.
