Were there any other Civil War relics found with this? If so, it is a possibility. Whatever it is, it was carved. But it could very well date to after the CW too. What else was found with it?

Sure looks like one. What area do you live in? Do you know any history for the area? Were there any skirmishes or battles there? Keep looking, odds are you'll find more.

Judging from the pantina I would guess civil war ,maybe part of a vulcanic bullet ?
