Possible ceremonial hatchet of lega people?

Hi, I bought this very interesting piece from a goodwill store in Colorado last year. Don't know, may be possible replica if so its a pretty good one.
Not sure, but made of Ivory, stands about 14 inches tall and weighs about 2 lbs. Its held together by rope and some sort of black tar looking substance. I tried researching the possible tribes, best I came up with was the Lega People. The hatchet is made od thin but strong steel, I assume, and is approximately 1/10th inch thick., with a lot old built up debris, possibly dirt.
Obviously, I don't have very good knowledge of this type of art, but I have offered all information I could find, hopefully I was going in the right direction.
Any help is so greatly appreciated. Thanks

Yours looks like bone, not ivory. All elephant ivory will become illegal to sell here in the U.S. in June unless congress gets educated and stops their bill in progress.

Thank you . I was leaning more towards it being made of bone also. I heard about Ivory possibly becoming illegal, which I agree that it should be.

The new ivory ban as proposed is asinine. They want to make it illegal to sell any object containing elephant ivory no matter how old the object is unless the owner can PROVE the ivory is antique. This means all older pianos, antique knives and firearms, oriental carvings will basically suddenly become worthless. There is no way to date a 100 year old piece of ivory (carbon-14 only works in thousands of years) so an owner will not be able to prove how old his ivory is. The burden of proof will also be put on the owner, not the government. I am all for protecting the elephants, but banning all ivory objects that were made a hundred years ago or more isn't going to do a thing about saving the endangered modern elephant. It seems to me that if the governments got together and sent in "private contractors" like Blackwater operatives that the poachers would "disappear" and the problem of modern poaching of these fine animals would cease. It has been illegal to import and sell ivory not collected before 1982 in this country, I don't see the need to ban all in existence.

Your correct, I didn't realize the extent of the possible ban. I apologize for not making sure i understood the ban completely before my response. I just meant that I agreed to current use of Ivory, not thinking that things already made of Ivory would be effective, sorry.
