✅ SOLVED Possible Cant Hook Log Roller Tool????

Well a cast iron relic found in park across the street from a long gone 1800's Pulp and Paper Mill.

Must be from the mill however not sure its use as tool is straight with two small hooks.

Eyelet for adjustment is broken.

Any ideas concerning its exact use much appreciated.

not like any log roller I have ever seen, probably something else

I am familiar with the logging tools and it is not one of those. They are usually about 24 inches long and more curved with a barb like hook on the end.
