Possible Broken leg to tea set?

I found this today. VDI of 64 to 66 on AT Pro. Weight is 20.5 grams and it is about the size of my thumb from the joint to the tip.

How do I tell if it is silver? My acid test goes from creme brown to black in a couple seconds.

Very ornate.
