Looks like a pocket watch piece but seems a little thick/heavy. Interesting.

thats what I thought at first but I go with fishing reel because of the rusted steel part..

I have a few vintage reels kicking around, they were made a lot smaller back then.
This is from the 30's,
it's a bit larger than the questioned item, but that 3 hole pattern is the same.
PS, Had A Great Season Fishing this Year !
My ideal schedule: MD: 6 days
Fish: 1 day
Work: whenever
