Hi....can someone provide any info on this piece? I believe it's a watch back but not sure why there are holes? Thanks.

Back cover to old Swiss made pocket watch. There were many cottage industry makers from Le Locle, Switzerland. The maker, looks like Roberts? who may have only made very few pieces? Would have been an all hand built watch. Methinks it was made from 1850's to 1870's, but not positive, could be older? I don't think key winds and yours is also a key set, (why the holes) went beyond being produced after the 1890's, as stem winds and lever sets, were the latest and greatest thing in timepieces by then.
