I am starting to clean it up a bit and it looking good. I think its pewter or lead? How old do you think this thing is?

I think these types, were more of a cheap toy (functional). Age is difficult, as Lead-alloy toys have existed since the late medieval. Popular in the Georgian & Victorian, but also post WWI. So without an expert on these, I think it will be a tough one.
