I wonder if it's from a Middie (Civilian Navy inspired uniform/yachting costume).

As I don't know of any Navy rank done on a white background with a white eagle and red chevrons. Doesn't mean they can't or don't exist, I just don't know of official USN ratings done like that.

Example, notice the red chevrons.
